Ada 95. Language features such as generics are problematic for this

The quoted part of the paragraph is irrelevent to the standard.
I recommend you remove it.

These sections are heavily dependent on the "commercially available
automatic IDL generators". This is not appropriate for a standard.
Recommend all of C.3 be removed.

!resolution  Accept, with modification.
We will keep this in the standard as it is part of the informative
Annex.  However, the term "commercially available" was removed and the
term "Ada 95" was changed to simply "Ada".
