This issue was submitted on 3 November 1995 as a result of discussion
by ASISWG members, particularly European ASISWG members, on the
ASIS-Technical email discussion list.  It was initially discussed at
the November 1995 ASISWG meeting at Tri-Ada'95.

     In some sense, this may come under Issue #005 about conformance;
     however, we decided to separate this issue out as a separate one.
     We will stay away from the issue of PDL (as formal comments).
     However, we SHALL REQUIRE EVERY conforming ASIS implementation to
     support comments in the source text.
