(4) "Except as explicitly provided for in this standard,
Standard.Storage_Error is the only exception that shall
be raised by operations declared in this standard."

 I don't know how this is testable. Obviously, all of the defined exceptional
 conditions can be tested, but to require that no other exceptions be raised
 places a strong burden of proof on anyone claiming to be a conforming
 implementation.
