!discussion  My copy (printed from a floppy) has no paragraph
numbers (allowed by JTC1 and mentioned in the Instructions for Comment
Submission) in most clauses, but does have line numbers (not allowed
by JTC1). Maybe this is an artefact of the printing, but consistent and
complete paragraph numbering (as RM) would be an advantage.
