Deleted section 1.1.6 in preference to section 1.1.1 (the last bullet,
which says "This international standard does not specify semantics of
the interface for more than one thread of control.").  This satisfies
the intent of Issue #014 without having to provide a formal definition
for "tasking-safe", which is inappropriate for this document.
