Dr. Frank McGrath is currently an independent consultant for the development of large-scale software-intensive systems, and the Technical Director of the Tri-Services Software Program Managers Network. In this capacity, he has consulted for many programs in the Army, Navy, Air Force and Marines including embedded real-time, AIS, scientific, and simulation.
Prior to this, he had a 30-year career in industry that culminated as Vice President of Information Technology of the Information Technology Group of Logicon. Essentially all of his assignments during this 30-year career were technical, or management positions associated with the development of large software-intensive systems.

This career began in the late 1960s at the TRW Space Technology Laboratories developing software related to ballistic missiles and spacecraft. This early software was coded in FORTRAN and input to a CDC 6500 mainframe computer via punched cards. Projects in which he had key management or technical positions include: engineering software for DSP and Pioneer spacecraft; signal processing of radar data; post flight data processing for Minuteman III flight tests; anti-satellite system; manager of the department that developed software for operations research applications; undersea surveillance; air force tactical fighter wing logistics optimization; information system used by intelligence analysts; integrated CASE.

He received a Ph.D. degree in applied mathematics from the University of California at Berkeley after serving for three years as an engineering officer in the U.S. Navy.
