!discussion ASIS.Ids is no longer optional; therefore should not
appear in the optional sections.  ASIS.Data_Decompositon would change
to section 22 and ASIS.Data_Decomposition would change to section 23.
Update the appropriate documentation as required.

Asis.Ids now appears as Clause 21 and Asis.Data_Decomposition now
appears as Clause 22 and its child package Portable_Transfer as Clause
23.  Associated changes to the Table of Contents and references to
these sections have been made.
