Move to Asis.Iterator

Traverse_Control was originally in Asis.Iterator.  Its location there
created problems for the automatic generation of IDL for ASIS.  By
relocating Asis.Iterator to a separate package, the generation of IDL
for ASIS is made easier.  Details of this process are provided in
Annex C.3.
