Three items should be resolved before the standard is accepted:
  1) Will the parameter naming convention introduce implementation
     problems? (see Formal Parameter Naming Conventions)
  2) Either encapsulate the type declarations with their operations
     or explain why this is not practical in Ada95.
     (see Move type declarations to appropriate child packages)
  3) Either use strong typing for the list structures or explain
     why this is not practical in Ada95.
